Controlling repeatable headers and footers

Hi all,

A few years back, I drafted this specification, which I though might be of interest to this group.

This is a spec to:
* explain why table headers and footers are repeated when the table is fragmented
* opt out of that when you didn't like that effect
* opt into it for things other than tables

I presented the proposal to the CSS WG, and had some degree of support (as far as any print related thing goes, having any level of support is encouraging), but budgets and priorities shifted before I could take it any further.

I still don't particularly have time allocated for this, but I thought it might be worth mentioning here.
