CSS Rates Specification Writing

Although discussion could change this goal, my intention of starting this
group was to introduce a specification for how CSS implementers should allow
users to define rates of change for HTML elements.  Is there somebody with
specification writing experience in the group? Or is there somebody who
would be willing to collaborate with the group in writing the specification?
