https://www.w3.org/Bugs/Public/show_bug.cgi?id=29525

            Bug ID: 29525
Summary: scroll and resize events lack explicit definitions
           Product: CSS
           Version: unspecified
          Hardware: All
                OS: All
            Status: NEW
          Severity: normal
          Priority: P2
         Component: CSSOM View
          Assignee: simonp@opera.com
          Reporter: w3bugs@chrisrebert.com
        QA Contact: public-css-bugzilla@w3.org
  Target Milestone: ---

These events are currently only referred to in the scrolling and resizing
algorithms. They lack explicit definitions.
Explicit definitions would be useful so that other specs (e.g. HTML) could link
to them.
Also, such definitions are typically somewhat more detailed; see e.g.
