This doesn't answer the question but Blink measure the usage of 'zoom'. There
has been a definite downwards trend over the past years:
https://www.chromestatus.com/metrics/css/timeline/popularity/19

Unfortunately we don't have a more specialized counter for the value but we
could track the used value fairly easily (I don't think we could hook into the
parser easily though).
