CSS Syntax recently introduced the concept of environment encoding and
initially defined it for @import, <link rel=stylesheet>, and <?xml-stylesheet
?>.

The definition for <link rel=stylesheet> has now moved to the HTML spec.

I would like to move the one for <?xml-stylesheet ?> into CSSOM, in the
"Requirements on User Agents Implementing the xml-stylesheet processing
instruction" section.
