I don't think new players would want to add logic for 0.00081% and further decreasing, and also it's not worth spend our time to investigate and spec for 0.00081%. I'm ok for vendors to remove it, I don't know if vendors want to spend their time for 0.00081%. But it'd be vendors' call, not our call anyway. I've asked implementers at the Unicode Technical Conference to take a look at this bug.
