[Bug 17011] This appears to be untrue; both CSS background images and fonts will typically delay the load event (and so are critical subresources) in normal circumstances but may not in other circumanstances (only referenced by a selector that doesn't match the docum from bugzilla@jessica.w3.org on 2012-09-23 (public-css-bugzilla@w3.org from September 2012)

Reassigning to CSS. The CSS specs need to define what delays the load event and
what does not.
