I started a discussion on www-style[1] for supporting referencing of SVG paint
servers by URL directly, without the need of element() which just supports
references in the same document anyway.
SVG's 'fill' and 'stroke' properties do that. And it just seems natural to do
the same on other properties that take <image> as value.
