Re: [csswg-drafts] [css-contain] `scroll-state(stuck)` CQs can easily cause flickering that is very hard to work around (#13898)

Oooh yeah scroll anchoring appears to be the entire problem. I *was* somewhat wondering about this in the demos, because the elements are shrinking and pulling the *below* content up, which *shouldn't* have actually rendered the headings unsticky, but I couldn't tell what was causing it otherwise. Fighting with anchoring is something that occasionally shows up in other places, and should really be evangelized a bit more. (Anchoring is a super useful feature in general, it's just these rare cases that are bad.)
