In Chrome, this interact with scroll anchoring. If I add `:root { overflow-anchor: none }` to the [codepen](https://codepen.io/leaverou/pen/vEyOZXy), the problem seems to go away.

I'm not very familiar with scroll-anchoring, so I don't know if this is an implementation bug, or something that could be addressed in the spec.
