I don't have a clear answer on the framework, but I took a look at this using the HTTP Archive crawl by filtering for the Blink runtime counters `CSSPropertyWebkitAppRegion` and `CSSPropertyAppRegion`. Cross‑referencing those pages with runtime Wappalyzer detections shows enrichment for certain platforms (Notion) as well as publisher/monetization ecosystems, which could mean the usage is often co‑occurring with shared site tooling/templates rather than obviously tied to a single web framework we could update once.
