This [substantive change](https://github.com/w3c/csswg-drafts/commit/339ef3e2e9d2d60cc858d6f7fef97436f1b293ce) may have been unintentional.

`<string> | <custom-ident> <ident>*` would work, I think, with a requirement to serialize identifiers in ASCII lowercase.
