The grammar allows using it to be used that way but like you say it’s not meaningful for authors to do it with `light-dark()` itself. 

This isn’t really an issue, because that is how grammars work — [see Lea’s reply](https://github.com/w3c/csswg-drafts/issues/12513#issuecomment-4093520167).
