Re: [csswg-drafts] [css-text-4] Should mention on variation selectors (especially for `text-spacing-trim`) (#13654)

Per [CSS Text](https://drafts.csswg.org/css-text-4/#characters), its _typographic character unit_ approximates Unicode’s [_(default/extended) grapheme cluster_](https://www.unicode.org/reports/tr29/tr29-47.html#Grapheme_Cluster_Boundaries), but UAs are expected to tailor this to the actual needs – with a note added saying:

> The rules for such tailorings are out of scope for CSS.

However, I’m surprised that UAX#29 does not mention variation selectors explicitly, although its intent is clearly that any VS is part of the grapheme cluster of the base character it applies to, even if no such [variation sequence](https://www.unicode.org/glossary/#variation_sequence) has been registered. 

I don’t think that CSS needed to be more explicit about this than Unicode.
