Re: [csswg-drafts] [css-overscroll] overscroll-behavior should not prevent visual viewport "panning" (#12919)

Thank you for the links. I think `touch-action: none` should likely remain since that's a signal for the app developer to actually handle all of the events themselves. I don't think that when specifying `overscroll-behavior: contain`, the developer intends that the visual viewport panning is prevented.

Just for clarity, do you believe that the agreement in #3267 is the better behavior or that the resolution on this issue is the better behavior?
