The lack of WPT looks concerning, but cursors can only be tested manually (i.e. with a human looking at and interacting with the tests) so in this case I think this should not be a barrier to adding to Safe to Release. (I do think that manual tests should be added, so that the spec can eventually exit CR, but that is not a blocker here).
