Re: [csswg-drafts] [css-forms-1] Define pseudo-classes for meter states (#11336)

The exact algorithm for these states should be defined by the HTML spec (it kind of is barring the interop issue) but they roughly match what firefox already does and what webkit/chromium do with their pseudo-elements.

I have two proposed resolutions.

Proposed Resolution: Add `:even-less-good`, `:sub-optimum` and `:optimum` pseudo classes for meter elements to css forms (subject to bikeshedding)
Proposed Resolution: Remove the `:low-value`, `:high-value` and `:optimal-value` pseudo classes from the css forms spec.
