I believe that if we renamed `<random-value-sharing>` in the spec to `<random-caching-strategy>` _(or something like that)_, it would make things more clear all by itself. The name then hints at what it does.

> If anyone has alternate ideas they'd like to champion, feel free.

I like the `per-`-prefixed ones, but I’m also not opposed to the existing names.
