Back in 2020, @jimkyndemeyer asked in https://github.com/w3c/css-houdini-drafts/issues/982 for a way to support `paint()` in element overlays. @tabatkins then [mentioned](https://github.com/w3c/css-houdini-drafts/issues/982#issuecomment-612108428), that this is basically asking for an foreground or overlay image, which was requested several times over the years. They asked Jim to open an issue for that here, but I think that never happened. So opening it now for them.😀
