Re: [csswg-drafts] New needs for new goals in CSS Speech (#13396)

Just for the reference and context. In the UX themes the `actor` has a parity to the `intent` concept. In some (CEM at least) UX themes it is a part of concept and tokens system. Unfortunately HTML and CSS3 does not have a selector for audio-impaired similar to high-contrast one for visual. 

But if the base platform like OS( Windows, OSX, etc.) does not have the ADA compliant audible theming for TTS, it would be hard to lobby for it on the browser level.
