I understand your reading of the spec, but indeed, the quoted text there wasn't meant to be read quite that strongly. We don't *change* fallbacks until there's overflow (even if an "earlier" style would now work), but the *initial* styles should indeed care about position-try-order, and thus might not be the base styles (even if the base styles would work). So Chrome's behavior is what's intended here.
