Currently when going to https://drafts.csswg.org/filter-effects/

In the headers:

Then:
in the status section of the document:

> [GitHub Issues](https://github.com/w3c/fxtf-drafts/issues) are preferred for discussion of this specification. When filing an issue, please put the text “filter-effects” in the title, preferably like this: “[filter-effects] …summary of comment…”.

It should link here
