I think it should be ok to not accept the current `::placeholder` as an anchor, _but_ what I think should be brought up: it would be great if when we define the `appearance: base` styles for the inputs, we would define the placeholder there properly, and _that_ placeholder could become an acceptable anchor. I don't see many use cases for this, but you could potentially want to show some icon before/after the placeholder, and without anchoring that won't be possible.
