There's another assumption that is that all OSes have a reasonable way of displaying an overlay scrollbar. This is now more and more the case, but browsers have to make it up otherwise. E.g. on Windows 10 there's no native overlay scrollbar, so we'd need to do something like faking a Win11 scrollbar or so. @bramus I'd say that the issue there is that Chrome doesn't ship overlay scrollbars on Windows.
