Re: [csswg-drafts] [css-animations] or [css-selectors] Abiliity to invoke an animation on the "exit" of a state selector (#9062)

Now that `transition-behavior: allow-discrete` and `@starting-style` are baseline this is easy, It was possible before too, just less robust.

The gist is to define the exit transition on the initial style and the open transition on the trigger style.
