Re: [csswg-drafts] [css-align][css-gaps] Move the gap properties to the Gaps spec (#13089)

The CSS Working Group just discussed `[css-align][css-gaps] Move the gap properties to the Gaps spec`, and agreed to the following:

* `RESOLVED: move gap properties to css-gap-1 and rename from Gap Decorations to Gaps`
