Sure. But by refusing to provide a standard CSS property for overlay, the CSSWG is not protecting users. it is driving developers toward worse solutions that actively harm accessibility. If we provide `scrollbar-style: overlay`, the browser remains in control of the interaction (handling hover, drag, and focus) rather than delegating it to buggy JavaScript libraries. Developers are voting with their code, and they are voting for hidden or custom scrollbars.
