Sure. But by refusing to provide a standard CSS property for overlay, the CSSWG is not protecting users. it is driving developers toward worse solutions that actively harm accessibility. If we provide `scrollbar-style: overlay`, the browser remains in control of the interaction (handling hover, drag, and focus) rather than delegating it to buggy JavaScript libraries.
