Re: [csswg-drafts] [css-ruby] glyph placement inside bopomofo ruby (#13533)

a quick reply:

Ideally, when base texts in horizontal writing, bopomofo ruby should be in inter-character position. That's the most frequent usage in print books and textbooks. So better opt-out.

I've tried to find [a solution](https://cmex-30.github.io/Bopomofo_on_Web/testpage/index.html) to adjust tone marks' position by font feature. The feature will be turned on when glyphs set to upright (ˋˊ˙ˇ those code points are not R / Tr in UTR#50). So ideally, all glyphs inside the box should be set to upright.

About alignment, the only reference [here](https://language.moe.gov.tw/001/Upload/files/site_content/M0001/juyin/index.html). It's not centered but better than justified.
