I think option 1 might be the right choice, I don't have a strong feeling that we need to go with option 2. But the argument for it is that `@result` is not a name-defining rule that needs to be resolved by choosing a winner. And accumulation matches many of the other rules in CSS – from media queries and container queries to name-defining layers. That's also how selectors work.
