FWIW you can use the [`gollum` event in GitHub actions](https://docs.github.com/en/actions/reference/workflows-and-actions/events-that-trigger-workflows#gollum) to trigger some kind of build whenever the (GitHub) Wiki is edited. So this means we could retain the GitHub's `Wiki`, ensure that only collaborators can edit it, and whenever someone does edit it, it can run a GitHub action to generate a static site and publish it to for e.g. w3c.github.io/csswg-wiki.
