It means that old links to the wiki still work, e.g. https://wiki.csswg.org/ideas/principles actually resolves to the correct page (once we point the domain name to the new wiki). Note that simply handling that as an archive is insufficient. Other pages that link to the wiki (and there are many throughout the web) need to continue to fetch the current version of that page on the new wiki. Having a stale copy that grows more and more out of date over time would be a disaster. At a minimum, you need a set of static pages served at the old URLs that have redirects to the new wiki, which is what Keith was describing.
