I am wondering whether there's a reason behind having different labels for the specs like e.g. https://github.com/w3c/csswg-drafts/labels/fx-filter-effects-1 and https://github.com/w3c/csswg-drafts/labels/css-filter-effects-1. Should those be merged into one? See also the somewhat related, more general #13473.
