Re: [csswg-drafts] [css-borders-4] Should `border-shape` imply scrollable or ink overflow? (#13371)

I don't think border shape should affect layout, as in the position or size of the border box. It could be seen as a "purely visual effect", but just like for transforms, border shape may affect the containing scrollable container. And hit-testing all the parts of the border should probably work, right?
