I was discussing this with the W3C systems team and webmaster last week, during the f2f. We are working on two things: 1. Setting up auto-publishing to /TR for suitable specifications (we are trying a few at first and will extend this later once it is running smoothly. Document editors will be able to choose whether, for each specification, it should be auto-published. They will also be able to temporarily pause auto-publishing if desired 2.
