If that's true, awesome! But, I'm not sure I experience that in situations like https://github.com/w3c/csswg-drafts/issues/3080#issuecomment-4177837543

If `<custom-element>` has a `<input>` that is focused within it, it ALSO matches `:focus`. So, technically, the flat tree isn't necessary. If the spec and the browsers are already doing that, then how can we get this new on the implementation train? 🚄
