Okay, as part of solving #7916 (and slightly reworking how we described #5984), this is now properly defined across Scoping and Anchor Position. Anchor references (`position-anchor`, `anchor()`, etc) have well-defined tree-crossing behavior, and can match names defined in ancestor trees. (They still can't match names defined in lower shadows; that'll need to be a separate feature that "lifts" a name out.
