My suggestion would be to look up the spec definitions of other, similar <meta> features to get a sense of what needs to be defined; to read some solidly written CSS specs that are CR level of stability or above, to get a sense of how a solid spec is written; and to dig up any old discussions about this feature to see what details need to be included in the definition. And then try to draft something up that is both readable and also clearly defines all the details that need to go into the spec.
