OK, the spec edited in #4148. But it seems it got accidentally removed in https://github.com/w3c/csswg-drafts/commit/725bc1f5cd95fa258e0edc776f02e67ed0a04d77#diff-98396261e9414947537a34ccbec62246077c62dc2046cf781b4d3c9fa2cbf958. @frivoal  @dbaron
