Re: [csswg-drafts] [css-scoping] Allow elements to expose a subset of their shadow tree, which can then be styled with regular CSS (#10939)

Maybe this could be integrated with `part`, just as a convenient way to decorate the tree?

```html
<style>
  .host .nope { /* no match */ }
  .host .content > .stuff { /* match! */ }
</style>
<div class="host">
  <template shadowrootmode="open" shadowrootstyleableparts="content">
    <section class="nope">normal style encapsulation</section>
    <section part="content" class="fancy">
      <div class="stuff">stuff</div>
    </section>
  </template>
</div>
```
