The confusion seems to stem from an intent to insist on ones own algorithm rather than what is explained in section 2, 3, 4, 5 and specifically the algorithm in 5.3. The line height is not computed until the dimensions of all individual boxes have been computed. Nowhere in the spec does it say that the line height would under any circumstances be simply be computed by multiplying the declared values, quite the contrary is the case when it comes to wording.
