Do you think `transform: scale(1)` will get more effects in the future? If anything, I'm more worried about new properties also getting the "containing block for all descendants" or "containing block for fixed background attachments" effects. So I would rather add > If any (*) non-initial value of a property would cause the element to generate a containing block for fixed background attachments, specifying that property in [will-change](https://drafts.csswg.org/css-will-change/#propdef-will-change) must cause the element to generate a containing block for fixed background attachments.
