Forgive my first CSS proposal. I was thinking that including a solution could jump start the discussion. You're right, I didn't state the problem clearly. The problem is that users have a cursor size accessibility setting in their OS that isn't currently exposed to the browser for when a custom cursor is displayed. Think about Photoshop for Web and all of the tools that cause a cursor change in context for the tool. Those custom cursors have no way of determining what the user's setting is and it makes it hard for users who resize their cursor to find them.

The use-case for using dynamic elements would be something like how Figma shows multiplayer cursors and requires DOM elements to be used instead of the common cursor CSS configuration. Think adding a name to the cursor to identify which user owns the cursor. Or perhaps a cursor that responds to light/dark mode or other user preferences.
