First, I don't follow the reasoning to put this functionality into `white-space`, it completely seems a wrong place. And in fact it's a shorthand, so it would need to be one of its longhands.
And second, you can already achieve the desired behavior like this:
```css
.description {
width: 0px; /* No intrinsic contribution */
min-width: 100%; /* Resolves to 0 for the intrinsic contribution. Stretches during layout */
}
```

Of course `stretch` is better than `100%`, but not widely supported yet.
It can also be useful to make the max-content contribution come from the min-content size, in case the driver is too small:
```css
.description {
width: min-content;
min-width: 100%;
}
```
