Re: [csswg-drafts] [css-anchor-position][other] Handling popover default styles (#10258)

The CSS Working Group just discussed `[css-anchor-position][other] Handling popover default styles`, and agreed to the following:

* `RESOLVED: auto margins are disabled if position-area is not none`

<details>
The full IRC log of that discussion

<JoshT> fantasai: we had prev discussed having special alignment keyword dialog
<JoshT> ... I think this is not web compat. our tests assumed if you set margins to something, the centring behaviour turns off
<JoshT> ... assumed continuing to centre because of the alignment property was a problem
<JoshT> ... meant setting margins to not auto required us to ???
<JoshT> ... so proposed you can't use auto combinations in some areas
<JoshT> ... unfortunate we can't do this in some cases, but i couldn't come up with other ideas
<JoshT> astearns: this was the first option in your latest comment
<JoshT> fantasai: downside is if someone uses anchor pos and uses the centre position to put it in the box, then the auto margins will behave as we expect, which is unfortunate
<JoshT> ... i would like to figure out a way to make that work
<JoshT> PROPOSED: auto margins are disabled if position-area is not none
<JoshT> RESOLVED: auto margins are disabled if position-area is not none
</details>
