If I recall correctly, it was just done for animation purposes (so that functions resolve to pixels at computed-value time) and it doesn't work great for animations even. Otherwise you can just do anchor positioning at layout time just fine. If you can come up with a better way to allow animating between two anchored positions (a reasonably common use-case for JS-based tooltips - a tooltip flying between different elements, or flying between two layout positions due to overflow causing it to switch), feel free to suggest it.
