Re: [csswg-drafts] [css-borders] allow multiple borders (#13044)

Another question to answer, are we wanting to support n borders or is there a limit? We could define a new outer-border syntax specific to that secondary border if we want to ensure borders remain somewhat controlled.

```
border-outside: 2px solid blue;
border-offset: 4px;
```
