[csswg-drafts] Source maps for CSS (#13098)

@andreubotella suggested to open this issue in case there ends up being time during TPAC.

A bit more than a year ago Ecma took over standardization of source maps, to ensure alignment between implementation and to develop new features to improve JavaScript debugging. That work is happening at https://github.com/tc39/ecma426.

While that group mostly focuses on JS and WebAssembly needs, source maps are also frequently used by languages that are transpiled to CSS.

I can give an overview of what we are doing, and then it be great to talk about what we can do (if anything needs to be done!) to improve source maps for CSS's needs.
