It's not so much that you need to have some use cases in your head when coming up with a solution, it's that you need to bring everyone along by _showing_ us the use cases that add up to a proposal, and the alternatives that didn't work as well. You played out the same anti-pattern in https://github.com/whatwg/html/issues/10143.
