I'm not sure why we wouldn't follow that pattern with the rest of the appearance:base control designs? The reason is that these other controls don't have HTML internals. If HTML provides them with internals, then CSS can style that. But until then, and for cases where it's not necessary to modify the markup, being able to style these components is still desirable.
