[csswg-drafts] [css-flexbox-1] Merge section 9.2 with 9.3 (#11885)

gitspeaks has just created a new issue for https://github.com/w3c/csswg-drafts:

== [css-flexbox-1] Merge section 9.2 with 9.3 ==
The title ["9.2. Line Length Determination"](https://drafts.csswg.org/css-flexbox/#line-sizing) is misleading because the section doesn’t discuss "[lines](https://drafts.csswg.org/css-flexbox/#flex-lines)" Instead, it covers:  

1. Available space
2. Flex base size & hypothetical main size of items  
3. Container main size  

The actual discussion of "lines" happens in ["9.3. Main Size Determination"](https://drafts.csswg.org/css-flexbox/#main-sizing).  

I suggest merging 9.2  with 9.3 under "Main Size Determination", keeping all steps (1-6) together for better clarity and flow.
